Senior Community Service Employment Program / TITLE V 
The Southern Crescent Area Agency on Aging  provides employment through the Senior Community Service Employment Program (SCSEP) as authorized under the Older Americans Act. 
The purpose of the SCSEP is to provide part-time community service employment and training opportunities for the disadvantaged older adults. To participate in the program, an individual must:
     Be 55 years of age or over
     Be a resident of the state in which the project sponsor is authorized to operate
      Be capable of performing part-time employment tasks
    Have an income not exceeding 125% of the poverty level established by the U.S. Office of Management and Budget (OMB) or receive regular public assistance payments.

The Senior Employement Service provides:
Pre-training physical exam;
Salary based on minimum-wage requirements; 
Holiday pay;
Worker's Compensation Insurance;
Quarterly trainings.

Host Agencies:
 
* Host agencies are volunteers who train Title V enrollees free of charge. Under no circumstances is the Host Agency supervisor obligated to retain an enrollee. The Host Agency has the authority to choose to discontinue this service at any time. The Host Agency supervisor, as a volunteer, does not need the approval or disapproval of Council on Aging's Subproject Director (the authority over the job training program) or the Title V Coordinator, or the enrollee.

The Title V program is not a job. It is a temporary JOB-TRAINING PROGRAM. The Subproject Director can have Title V enrollees moved to another Host Agency or terminated (after sufficient training), as deemed necessary.

Note:

If an enrollee is terminated (for any reason) they do not qualify for unemployment benefits.

All host agencies must:
  1. Be a public service organization (city, county, state, or federal).

  2. Be a private, non-profit organization with an Internal Revenue Service Classification of 501 C (3).  This does not include political parties or religious organizations.

  3. Be able to provide twenty (20) hours of job training per week.

  4. Agree to provide the following:

To complete and submit  a Letter of
Commitment;

To complete and submit an enrollee job training description;

Training and supervision throughout the training period;

Enrollee participation in pertinent staff meetings;

Consideration to employ enrollee prior to rotation date of 12 months;

Proper health and safety conditions for each enrollee;

Activity reports and evaluations when requested;

To allow enrollees to attend all Title V meetings and job-seeking appointments.

5.  Agrees NOT to allow enrollees to:

Volunteer extra work time at the worksites without pay or compensatory time; this is in direct violation of the U.S. Fair Labor Standards Act.

Displace or replace any other paid employee.

Be discriminated against with regard to race, color, religion, national origin, sex, political affiliation, age, or handicap.

Engage in partisan or nonpartisan political activities during hours for which enrollees are being paid with SCSEP funds.

Represent themselves as representatives or spokespersons of the SCSEP in partisan political activities.
